First came general guidelines for the phrase to set the x-height and proportions, then the skeleton of the text in pencil and later ink to get a first sense of the letterforms and layout.
Using the classical paste up method, I then cut out the words and reassembled the pieces exhaustively until I arrived at an interesting composition, which served as a basis layer for the next iterations and corrections until the final piece.
